The main concept of Publicolor is  that students will perform better if their environments are not run down and shabby looking.

An important factor component of the Publicor is that the students must do the work. Deven Parekh says that the Publicolor plan enhances enthusiasm and pride of ownership in their surroundings. The Publicolor package extends well  beyond applying paint to the facilities. After the painting is completed Publicolor provides extended assistance in the form of  club activities, coaching, life-skills courses and career  and educational guidance.
